Leveling Up

Is your Mobster supposed to get everything refilled (health, energy, and stamina) when they level up?? I started a new game and my new Mobster does but my old one never does. My mobsters name is StepmaniaGod
Please help.

It only does that until level 20, after level 20, it will no longer refill your stats

It does that till your a level 20 so that new people don't just give up and quit the game. After 20 you can pretty much handle yourself.
