Help please?

I just recently started the game, and I have 4 crew members but, when I go to try and buy property it tells me that I have 0/4 crew members available, so I cant buy any property. Please help me to understand why this is. Thanks

You need crew members to operate all the properties except the Gas Stations and Parking Lots. You have evidently bought property/properties that have used your existing 4 crew, so you need to get more crew before you can buy more properties.
