The Metal Chain (please help!!)

I can't seem to figure out where to get the metal chain ?? It told me to do some petty theft to get the chain but the only petty theft mission I had was the bike lock one & that one I achieved platinum mastery.
If someone could tell me what I need to do I would greatly appreciate it I've looked all over to figure it out :confused:

You should be able to get it from the "Smuggle Stolen Goods" mission:
